Consists of nine regular and two alternate members. There are four different types of members on the board: 1. the Mayor, or the Mayor's designee; 2. a City official other than a member of the City Council, appointed by the Mayor; 3. a member of the City Council appointed by it; and 4. six other citizens of the City to be appointed by the Mayor. The citizen members shall hold no other municipal office, except that one such member may be a member of the Zoning Board of Adjustment and one may be a member of the Board of Education. The alternate members to the Board shall be appointed by the Mayor, shall meet the qualifications of Class 4, and shall be designated at the time of appointment by the Mayor as "Alternate No. 1" and "Alternate No. 2". Alternate members may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. The board meets in the evening of the second and third Thursday of every month. The board operates in accordance with the regulations of the New Jersey Municipal Land Use Law (Four year term; Alternate members: two year term).
