You must be a citizen of the United States and, at least 18 years by the date of the next election, and a resident of New Jersey and your county for at least 30 days.

The only qualification is that you must be a registered voter of Mercer County. Remember, if you file a Mail-in Ballot you can not vote at the polls for that election.
The procedure to receive a ballot is as follows:
You may apply for each election you intend to vote by mail-in ballot or you may select to vote permanently by mail-in ballot
