The National Fire Protection Agency (NFPA) estimates that 94 percent of United States homes have at least one smoke alarm. Homes with smoke alarms typically have a death rate that is 40 to 50 percent less than the rate for homes without alarms. Sadly, three of every 10 reported fires in homes equipped with smoke alarms, the devices did not work.

Every year on or about February 1, notices of property tax assessments are mailed to owners of taxable properties. Please contact the Assessors Office at 609-989-3083 or by email for duplicate information. You must include the property location and assessment year.

The Assessor's office can review assessments at any time during the year for adjustment to the following year. There are property tax deductions and exemptions available for Senior citizens, Veterans, and Disabled Persons. Property assessments can be appealed by April 1 each year. If an added assessment bill was generated in October, the assessment can be appealed by December 1 of that year. Forms are available in the Tax Assessor's Office and at the Mercer County Board of Taxation, located at 640 S Broad Street. Always discuss assessment issues with the Tax Assessor before filing an appeal.

Only immediate family members, of legal age, can obtain a certified copy of the record. This person must provide proof of their relationship to the person listed on the record in a form of a long form birth certificate. Spouse must be present marriage certificate.
In addition, a legal representative or guardian with legal custody or the person named on the record may receive a certified copy of the record with the official stamp of the City of Trenton.

Vital Statistics - Affidavit of Domestic Partnership
Couples wishing to register for a domestic partnership affidavit must be of the same-sex or opposite-sex age 62 or older and meet the following requirements of the Domestic Partnership Act. The affidavit must be completed and signed by both applicants at the office of the municipality in which you apply. The affidavit will be notarized at that time.
If the address is outside New Jersey, one of the applicants must provide proof of belonging to the State Administrative Retirement System of New Jersey presenting one of the following documents issued by the Division of Pensions and Benefits:
- 1099 R - Recent or previous year
- Certificate of pension membership
- Personal Benefit Statement - Recent or previous year

Additional data to seek an affidavit of domestic partnership includes:
- The couple must share a common residence in New Jersey or in another jurisdiction provided that an applicant belongs to the state administrative system of retirement of New Jersey
- Both are responsible for the common well-being by demonstrating financial agreement as evidence
- Both agree to be responsible for common basic expenses during the domestic partnership
- Not in a current marriage or civil union recognized in New Jersey or a member of a domestic partnership with another individual
- Cannot be related by blood or marriage relatives up to and including the
- fourth degree of consanguinity
- Choose to share their lives with a commitment to mutual car
- Have not terminated another domestic partnership within the last 180 days

Vital Statistics - Birth Certificates
You can request a copy of a birth certificate in person or by mail. If you request a copy of the birth certificate in person, you will receive a certified copy at that time. All certified copies contain the official stamp of the city of Trenton. The person requesting a birth certificate will need valid photo identification.
Proof of relationship to the person named on the record is required. Spouse must present marriage certificate. The following persons are authorized to obtain a certified copy of a record:
- The person named on the birth certificate, if of legal age (Include any legal name changes made to your record)
- The mother of the person listed on the record
- The father (if listed on the record)
- A child of the person named on the record. (You will need to show your own birth certificate.)
- A sibling of the person named on the record. (You will have to show a certified copy of your birth certificate.)
- The current spouse (You must present a certified copy of your marriage.)
- A legal representative (You will be required to show a court order.)
- A guardian with legal custody of a minor child (You will have to show the court order.)
- A federal, state, or local government agency for official use only. Identification is required.
- The grandparent will need a notarized letter from the child’s parents to obtain the birth certificate of the grandchild. The grandparent must also show his/her identification.

Vital Statistics - Dog Licenses

Vital Statistics - Dog Licenses
A license is required for all dogs six months or older kept within the city of Trenton. Dog licenses are to be renewed by January 31st. You will need to present a copy of your pet’s proof of rabies vaccination and, if applicable, a certification from a veterinarian stating the dog has been neutered or spayed.

The license must be renewed during the month of January each year. Otherwise, you will be charged an additional fee beginning February 1st. Licenses issued after the 31st of January will be subject to a surcharge of $15.
Under state law N.J.A.C. 8:23A, the immunity of the rabies vaccine should extend at least within ten of the twelve months of the license. You cannot get a license if the rabies vaccination expires before November 1st.

If your dog has been spayed or neutered, the license fee is $12. It will cost $15 if the dog has not been sterilized. It is important that the certification of rabies vaccination and the sterilization certification is sent or presented - otherwise the license will not be processed.

If either applicant is a resident of New Jersey, the application is made in the municipality where they reside.
If neither of the applicants is a resident of New Jersey, they must apply in the municipality where the ceremony will take place. This license is valid only in that municipality.

Documents Required from the Couple to Apply for the License Are
- Proof of identity: driver’s license, valid passport, or federal or state identification
- Proof of current address
- A witness over 18 years has to be present at the time of application
- Your social security card or social security number (this is a legal requirement for U.S. citizens and are kept confidential by N.J.S.A. 37:1-17)
Suggested Documents (Not Required but Help with the Preparation of the License)
- A certified copy of your birth certificate to identify the names of your parents and your birth data
- If one or both were divorced, your divorce decree or civil annulment documents
- If your previous partner has died, please provide the death certificate
Additional Information
- International documents must be accompanied by a certified English translation.
- There is a waiting period of 72 hours prior to issuing a license. The waiting period begins at the time you apply and is mandatory.
- No blood tests are required to apply for a marriage or civil union in the state of New Jersey.
- The license is valid for 30 days after it is retrieved, and the application is valid for six months from the date it was accepted.

Tax Sale Information for Property Owners
A tax sale is a sale of a lien against the property for the amount of the unpaid real estate taxes. It is not a sale of the property.

Partial payments are accepted except for the last two days before the tax sale. However, if the balance owed is not paid in full before the date of the tax sale the unpaid balance will still be sold.

If a 3rd party buys the lien only full payment of the lien, interest and costs can be accepted. Payment must be by certified check or cash. If an individual does not buy the lien the City automatically acquires it. The City allows payment plans on the liens it holds. For information about payment plans contact the Division of Tax ten days after the sale.

Tax Sale Information for Property Owners
The sale of the lien does not mean the house is sold. If a 3rd party buys the lien they must wait two years before they can begin foreclosure. If the lien is not paid and the 3rd party forecloses they would own the property. If the City acquires the lien they must wait 6 months before they can foreclose. Again if the lien is not paid and the City forecloses the City would then own the house.

The Division of Purchasing receives requests from other divisions of the City who needs products or services. If the estimated cost for these products or services is estimated to be between $0.00 and $40,000 the City receives quotations from vendors. The lowest bidder meeting our requirements for the product or service is then awarded a Purchase Order.

When requests are received from the various City divisions, and the estimated cost of the products(s) or service(s) requested is $40,000 or more, the City is required by New Jersey Local Public Contract law to seek a formal bid by advertising the bid in a local newspaper. The formal bid process is much more detailed than quotations, requiring a number of forms, which need to be completed and submitted with your bid.

Interested companies/ vendors can request the proposal via email. The award is made by resolution based on established criteria for evaluating.

- Heat - Turn on the heating system and make sure that it works properly, even if you rent in the summer. Ask about the last time that the heating unit was serviced.
- Kitchen - Check the water pressure, for hot and cold water, and for leaks. There should be a stove and refrigerator properly connected to the appropriate utility; check for evidence of infestation.
- Paint - Look in all rooms to make sure paint is fresh; make sure that walls are smooth and able to be cleaned.
- Smoke detectors - Check for installation on all levels and make sure they work properly.
- Windows - Check the locks, screens, glass, and frames and weatherproofing.

- You have not paid your bill.
- You have not allowed Trenton Water Works to read or repair your meter.
- Emergencies or health and safety violations have occurred that threaten water quality. When this occurs, Trenton Water Works will notify you.
- Your customer application is found to be based on a false identity or false information.
- When there is a water main break in your area the main may be shut down to isolate the emergency. Most interruptions to water service are fixed within six to eight hours.
- Sometimes service terminations at the owner’s request. Service will be terminated upon written request from a property owner provided that the account in question is delinquent and the tenant is the account customer that is responsible as per their respective lease agreement.

If your bill indicates the reading is an "estimate," contact the Call Center (609-989-3055) to have Trenton Water Works obtain an actual meter reading. Estimated billing only occurs when your meter cannot be read due to severe weather, an inoperable remote reader, or an inaccessible meter. New Jersey State law requires Trenton Water Works to obtain an actual meter reading at least once every six months. When charges are estimated, unnoticed plumbing leaks could remain undetected, resulting in wasted water and increased charges once a reading is eventually done.

These minerals, which are heavier than water, settle in water pipelines when water usage is low — especially during winter months. When the water flow and pressure through the water pipes increases again (due to irrigation, construction, etc.) the minerals are stirred up and flow out of your faucets when you turn on the tap. Water utilities frequently attempt to minimize water discoloration by “flushing out” their systems on a regular basis.

If discoloration occurs, run the COLD water at one faucet for about 5 minutes, and you should see the water clear. (Running the hot water pulls from the water heater, which could make the problem worse.) If the water fails to clear after 5 minutes, wait for a few hours and again try running only the cold water. If the water is still discolored, contact your water supplier, who will look at the issue more closely. Even if you are in an apartment or don’t pay your water bill directly, it’s important to notify the water utility of any potential problem.

North American water systems have added fluoride, a naturally occurring element, to their water supplies since 1945 to help prevent tooth decay. Since that time, child cavity rates have been reduced by 20-40% where fluoridation has been implemented according to the American Dental Association.
The fluoridation of drinking water is recommended by the ADA, the American Academy of Pediatrics, the U.S. Public Health Service and the World Health Organization. In fact, the CDC proclaimed fluoridation to be one of the top ten greatest public health achievements of the past century because of its contribution in the decline in tooth decay. -

Fluoride's effect is topical. It keeps the tooth enamel strong by preventing the loss of important minerals.
According to the CDC, “Bacteria in the mouth produce acid when a person eats sugary foods. This acid eats away minerals from the tooth’s surface, making the tooth weaker and increasing the chance of developing cavities. Fluoride helps to rebuild and strengthen the tooth’s surface, or enamel. Water fluoridation prevents tooth decay by providing frequent and consistent contact with low levels of fluoride. By keeping the tooth strong and solid, fluoride stops cavities from forming and can even rebuild the tooth’s surface.” -

As water travels from the source to your tap, it's exposed to potentially harmful contaminants such as dirt and bacteria. To properly treat your water and ensure it's safe to drink, we utilize a chlorine disinfectant which kills bacteria and viruses and provides a protective residual. It is required by the EPA (Environmental Protection Agency) in order to disinfect water before it is distributed to homes and offices. Our operators monitor chlorine levels for safety on an ongoing basis - small traces of chlorine in your water are not harmful.

Disconnect and drain outdoor hoses
Detaching the hose allows water to drain from the pipe so an overnight freeze doesn't burst the faucet or the pipe it’s connected to.
Insulate pipes or faucets in unheated areas
It's best to wrap all water pipes in unheated areas (such as the garage, attic or crawl space) before temperatures plummet. You can find pipe wrapping materials at any hardware or building supply store.
Consider installing "heat tape" or "heat cable"
Install "heat tape" or similar materials on all exposed water pipe (i.e. exterior pipe, or pipe located where the temperature might drop below freezing). It is relatively easy to install and can be found at your local hardware or building supply store. Be sure that you use only UL-listed products and follow the manufacturer's instructions carefully.
Seal off access doors, air vents, and cracks
Winter winds whistling through overlooked openings can quickly freeze exposed water pipes. DO NOT plug air vents used by your furnace or water heater.

Most faucet’s aerators have a screen at the bottom designed to filter out sediment. This screen can occasionally become clogged with mineral deposits, which restrict water flow. Simply unscrewing the aerator and cleaning the screen usually corrects the problem. Replacement screens are available at most hardware stores. City crews will be dispatched to assess the situation. If it is determined that no blockage or restrictions exist in the City's sanitary sewer system, the property owner is advised to contact a professional plumber or drain cleaning service to have the private sewer service inspected. The City cannot make a recommendation for drain cleaning services. A property owner may wish to obtain several estimates.
Property owners should be aware, if the problem is in the private sewer line, property owner is responsible for clearing any blockage in the service line between the home and the City sanitary sewer system at the curb. This includes debris and tree roots. The property owner is also responsible for cleaning and repairing any damage done to the property by the backup. If you are concerned about the possibility of a sewer backup and want to ensure that you are covered, the City urges you to check with your homeowner’s insurance company regarding the availability of sewer backup insurance.

Cooking oil should be poured into a heat-resistant container and disposed of in the garbage after it cools, not down the drain. Some people assume that washing grease down the drain with hot water is satisfactory. This grease goes down the drain, cools off, and solidifies either in the drain, the property owner's service, or in the sewer main. When this happens, the line eventually clogs.
Paper towels, disposable diapers, and feminine products cause many problems in the property owner's service as well as in the City main. These products do not deteriorate quickly. They become lodged in portions of the service and main, causing sewer backups. These products should be disposed of in the garbage.
Do not connect french drains, sump pumps, roof gutter drains, or foundation drains to your sanitary sewer service. It is illegal and will cause debris and silt to clog your service line. Consult a plumber to correct any illegal connections.
The continual flow of nutrient-filled water found in sewer pipes attracts tree roots. Roots growing along pipes exert significant pressure on pipes. These roots may push into and around gasket connection points which may expand and break seals. Root infiltration can cause a blockage to the service resulting in sewage backup in your home and damage to your property.
- The conventional method of removing roots by a professional drain cleaning service involves cutting or tearing of roots to solve an immediate problem or stoppage, but this method does not retard the growth or destroy the roots outside the pipe. This is similar to pruning the bushes and shrubs surrounding your residence.
- An annual chemical root control program is an effective preventive maintenance measure. A product that foams with the addition of water is the most effective means of coating the roots and pipe surfaces. These products may be purchased from your local hardware store or home center.

If you use a sump pump in your basement, it is illegal to drain the water into the basement sanitary sewer drain or laundry tub. Sump pumps must be discharged outside of the house to the yard or drain way that will prevent the water from draining directly to the street.

In response to the Covid-19 crisis, the City of Trenton is providing low-interest loans to Trenton businesses to help them remain in business and protect jobs. Businesses will be able to apply for low-interest loans up to $20,000.

Loan Requirements:
- Businesses in the Urban Enterprise Zone must be qualified Trenton Urban Enterprise Zone participants for the full term of the loan. To do this, businesses must be in the UEZ and be up‐to‐date with State taxes.
- Business must have a current City Business License or applicable New Jersey Business Registration.
- Business must have been open and operating on March 1, 2020.
- If the applicant is also the property owner, property taxes and water must be current as of March 1, 2020.
- All owners with at least 20% ownership in the business must submit their most recent business and personal tax return, provide a personal guarantee, complete Personal Financial Statement SBA Form 413 and submit to a credit check. The primary owner’s score must be at least 625.
- The business must demonstrate need for the loan and must provide a detailed description of how the money will be spent. Eligible uses include payroll, rent, business property mortgage or utilities. Use of the loan for city, state or federal taxes, permits, fees or personal expenses is not allowed.
- The mayor, department directors, city council and staff of the Department of Economic Development, as well as their immediate families, are not eligible.
- Non‐profits are not eligible.
- The City of Trenton may change or clarify elements of these requirements and this loan program as necessary.

- The maximum loan is $20,000. The minimum loan is $5,000. The actual loan amount approved will be based on need and available funding.
- The loan term will be 60‐months (5 year).
- No payments and 0% interest for the first 12 months
- During months 13‐60, interest will accrue and be charged at a rate of two (2.00) percent per annum, based on the amount of principal outstanding. Monthly payment of Principal and
- Interest will be made in a sufficient amount to repay the full amount of the loan over the remaining 48 months.
- Full repayment is expected after 60 months. No prepayment penalty.
- If accepted to the program, the business must submit quarterly reports detailing (1) How the money was spent (providing receipts for expenditures) and (2) the number of full time and part time employees.
