Safe Streets, Complete Streets, and Trails Planning

Whether traveling by bicycle, walking to a trail, or driving on Trenton’s streets, everyone should be able to reach their destination safely. Complete Streets is a planning and design approach that ensures streets are safe and accessible for all users.

Safe Streets for All Committee

In 2022, City Council established a Safe Streets for All (SS4A) Committee as part of the Complete and Green Streets Ordinance (Ord. No. 22-22). This interdisciplinary group–comprised of representatives from community, city, county, regional, and state agencies– is responsible for advancing Trenton’s complete streets and road safety initiatives, including the Complete StreetsDesign Handbook and others. Their work is guided by the Trenton Vision Zero Plan.

The SS4A Committee includes representatives from the Mayor’s Office, the Business Administrator, City Council, and the departments of Police, Public Works, Housing and Economic Development, Public Health, Emergency Medical Services, Fire, and Recreation, Natural Resources, and Culture. Additional members may include representatives from Mercer County, Delaware Valley Regional Planning Commission, New Jersey Department of Transportation, Trenton Public Schools, and New

Trenton Vision Zero Plan

Vision Zero is a strategy to eliminate all traffic deaths and serious injuries while ensuring safe, healthy, and equitable mobility for all. It is built on the following principles:

●    No one should die or be seriously hurt in traffic crashes.
●    Crashes are preventable.
●    Roads and transportation systems should be built to keep people safe.
●    People make mistakes, but those mistakes shouldn’t lead to serious injury or death.
●    Making streets safer isn’t just about individual choices—it requires systemic changes.
●    The faster a vehicle is going, the more dangerous a crash will be.
●    The best solutions are collaborative, fair for everyone, and use data to guide decisions.

The Trenton Vision Zero Plan provides analysis and data-driven strategies to help Trenton city government and local and regional partners eliminate severe crashes on Trenton’s streets. A High Injury Network (HIN)-- a map of all crashes between 2016 and 2020– revealed that 75% of all fatal or serious injury crashes occurred on just 16% of Trenton streets. By focusing safety improvements on these high-risk streets, Trenton can significantly reduce severe crashes and save lives.

Our Streets: A Trenton Bike Plan for All

For over a decade, Trenton has worked to create a bikeable and walkable city.

  • 2012: City Council passed an award-winning resolution requiring all projects to follow Complete Streets principles, ensuring streets are designed for users of all ages and abilities.
  • 2021: Trenton published the Complete Streets Design Handbook, outlining street design improvements.
  • 2022: City Council passed the Complete and Green Streets Ordinance, requiring all new projects to follow the Complete Streets Design Handbook.

Our Streets: A Trenton Bike Plan for All builds on these efforts and marks a critical step toward a safer, more bikeable, and walkable city. The plan identifies steps to create a network of bike-friendly streets that are practical to build and designed to keep people on bikes as safe and comfortable as possible.

Trenton Trails Plan

Trenton is a key hub in regional and national trail networks, with existing, planned, and conceptual trails connecting parks, neighborhoods, and essential destinations. While some trails serve as recreational spaces, they can also provide access to transit, employment, retail, education, and essential services.

The Trenton Trails Plan formalizes this interconnected network and will serve as a foundation for future trail projects. Click here to view the plan.
